Survey, sure way to help people, say officials HYDERABAD: Now that the High Court has made it clear that participation in the Intensive Household Survey, slated for Aug 19, is voluntary, people in Telangana need not be apprehensive about furnishing their information to the enumerators.
However, official sources say it would be in their own interest, if people cooperate with the government as the survey is aimed at ensuring that welfare programmes benefit the deserving.
A senior officer, on condition of anonymity, explained, 'For example, the Telangana government has decided to construct two-bedroom flats for the poor.
After the survey, the government will have a rough idea about the number of the homeless. The data, though there will be some variation, will help the government plan the housing scheme and make budgetary allocations accordingly. Likewise, ration cards, pensions.'
During the IHS, the enumerators may seek information about physical disability. 'One need not feel shy or hurt. This will help the government provide pensions to the physically challenged,' the official said.
Statistical Act-2008
The Centre enacted a Statistical Act in 2008. But no survey was conducted under the Act in the erstwhile united AP. If the survey is conducted under the Act, the information collected cannot be shared with any other department.
Besides, the survey should be conducted only by the authorised agency, which is the Statistics Department. And in such a case, people must furnish the information sought.
Else, it would be construed as obstructing a government employee from discharging his/her duty and liable for criminal prosecution. The Aug 19 survey is not being conducted under this Act.
Why a One-day Match?
Survey will be conducted on a single day to avoid duplication. Surveys are spread over a week. But, during the period, a family may migrate and there is a chance of entering details twice.
