Visakhapatnam:: The state government adopted speed of delivering governance after successfully implementing ease of doing business and speed of doing business. Chief Minister N Chandrababu Naidu took the decision during conclusion of two day collectors' conference at secretariat on Thursday for speedy delivery of government services to increase satisfaction levels among people. He made it clear that he will not confine to numbers in development programmes and make surprise visits to districts to know the ground reality.

The Chief Minister directed the collectors to introduce Mustabu programme which was successfully introduced in tribal areas of Parvatipuram Manyam district throughout the state.
Likewise he asked the collectors to introduce five other best practices presented by district collectors during the conference on Thursday. The six best practices are Mustabu tribal students personal hygiene programme in Parvatipuram Manyam district, foundation literacy and nutrition programme in Alluri Sitarama Raju district, rehabilitation of ID liquor brewing families in Eluru district, champion farmer programme of Nellore district, Smart Kitchen programme in Kadapa district and digitalization of revenue records in Anantapur district.
The Chief Minister stressed the need for improving ground water level and directed the district collectors to focus more on water conservation and ground water recharge. Special chief secretary Water Resources G Saiprasad gave a power point presentation on water security for all. He said top priority should be given to fill all the 38,400 minor irrigation tanks in the state.
The Chief Minister said that welfare calendar should be implemented from April and all the central government funds should be utilized. He asked the collectors to set targets to settle 22A lands and impose PD Act on those who resort to litigations on the pretext of 22 A lands.
When Deputy Chief Minister Pawan Kalyan said some political leaders are trying to create litigations in land deals in Visakha region, the chief Minister directed the police officials to act tough on such persons and deliver the pattadar pass books to beneficiaries through Courier service. He said family cards should be distributed from Ugadi festival.
Coming to law and order issue, the Chief Minister directed the police officials to expel rowdies from the state and not to inconvenience people with unnecessary challans. He said the crime rate should come down and conviction should go up.
The Chief Minister said top priority should be given to law and order and directed the police officials to study the reason for increase in property cases in Kadapa, ASR, Eluru districts. Though crime rate came down by 5.5 per cent officials should initiate efforts to further bring down the crime rate.
The Chief Minister said that the NDA government is able to restore the brand image of AP in 18 months and successful in attracting investments to a tune of Rs 21 lakh crore.
He said some people are criticizing the government's proposal to develop medical colleges under PPP mode. He said under the programme the number of medical seats will be increased and modern free health care facilities will be available for people. The medical colleges will be under the supervision of State government only.
He said that the NDA government is not going to increase power tariff and stated that the coalition government is able reduce the burden of Rs 11,320 crore on Discoms and Transco. He said the government is able to curb the ID liquor brewing.
The Chief Minister said that now onwards the district collectors should focus more on speed of delivering Governance to increase satisfaction level among people.
