He directed officials to prepare a 90-day action plan for implementing Singapore-inspired governance practices and to closely monitor its execution.

Addressing Collectors conference at Secretariat today the Chief Minister said Singapore follows 'Not Me' We' philosophy. The Chief Minister said that everyone should adopt a collective 'We' mindset instead of an individualistic 'Me' approach. He announced that he too would consciously replace the word 'I' with 'We' in his public discourse.
Addressing the officials, the Chief Minister said learning is a continuous process and that adopting best practices from anywhere in the world can deliver strong outcomes. On the issue of Gross State Domestic Product (GSDP), the Chief Minister said decisions taken today would have a long-term impact on the people of the state.
Referring to regional disparities, he observed that although both Parvathipuram and Alluri districts are tribal regions, Alluri district has achieved higher GSDP due to value addition in coffee cultivation.
He emphasised the need to focus on development and accelerate progress through innovation. The Chief Minister highlighted that the service sector must expand further and pointed out that Andhra Pradesh contributes nearly 10 percent of the country's agricultural output.
He also noted that several districts possess rare earth mineral resources and said that establishing processing plants related to these minerals could create additional avenues for growth and industrial development.
The Chief Minister informed the gathering that the government is studying the role of district collectors in driving GSDP growth and encouraged collectors to come up with innovative ideas for development. He cited the Collector of Annamayya district as an example of proactive administration.
He urged collectors to compete in implementing best policies and suggested creating healthy competition not only among collectors at the state level but also among constituencies within districts.
Field-level officers possess immense experience and valuable information and if their expertise is effectively utilised, development can be accelerated, welfare delivery can improve and innovative ideas can be implemented successfully, he said.
The Chief Minister also underlined the importance of tourism-led growth. He said that developing beach fronts at Suryalanka, Manginapudi, Visakhapatnam, Srikakulam, Mypadu and other coastal areas would create significant livelihood opportunities for local communities.
He added that new national highways would generate fresh economic opportunities, enabling the establishment of logistics hubs and townships.
The Chief Minister instructed district collectors to make effective use of vision units and pointed out that district administration has become more manageable after the reorganisation of districts.
'Earlier, collectors in larger districts had to oversee up to 21 Assembly constituencies and now each collector oversees only about seven Assembly constituencies.
With technology now widely available, collectors have far greater opportunities than before to improve governance, accelerate development and deliver welfare effectively, the Chief Minister added.
