KCR meets Pranab, seeks changes in T Bill HYDERABAD: TRS chief K Chandrasekhara Rao led a 30-member delegation to President Pranab Mukherjee at Rashtrapati Nilayam in Bollaram here on Thursday and sought his intervention for amendments to the draft T bill, including removal of all curbs on the powers of Telangana government in the administration of Hyderabad.
Chandrasekhara Rao told the President that the Telangana movement was born out of injustice done to the region in funds, water and jobs and wanted necessary amendments to the bill so that justice will be done.
The TRS chief underscored the need for an exclusive high court for Telangana. When new states were formed, except in the case of a few Northeastern states, new high courts were set up there. 'Not applying this to Telangana is amazing.'
Referring to section VIII of the the draft bill relating to investing the Governor with powers to administer law and order in Hyderabad, he said any government which has no control over law and order machinery in its capital will lose respect in the eyes of the public. Divesting the T-government of this power would only render it ineffective, he said.
On distribution of public debt and other liabilities, KCR wanted all such liabilities be apportioned on the basis of location of projects.
As regards division of pensioners and employees, Chandrasekhara Rao said the question before the new government of Telangana would be whether the 'illegally' recruited empolyees should continue to draw pension or salaries from its exchequer. They should be rightly serving the residuary state of AP. However, the draft bill proposes that pensioners will be distributed on population basis.
Division of the government employees is proposed to be as per their choice and where they are working. This needs to be changed as it is a well-known fact that a large number of Andhra employees are presently working in Telangana.
On water resources, KCR felt there was no need for a board on Godavari since there are no water disputes. The Krishna river management board may be located in Hyderabad, he said.
