T leaders up in arms against Kiran HYDERABAD: Ministers, MLAs and MLCs from Telangana submitted letters to Governor ESL Narasimhan, Speaker N Manohar and Council Chairman A Chakrapani objecting chief minister N Kiran Kumar Reddy issuing notice for a resolution rejecting the AP Reorganisation Bill-2013.
Deputy chief minister C Damodara Rajanarasimha, ministers J Geeta, Podduturi Sudarshan Reddy, D Sridhar Babu, Nalamada Uttam Kumar Reddy and G Prasad Kumar, chief whip Gandra Venkataramana Reddy, MLCs Yadav Reddy, AR Amos, P Sudhakar Reddy, Md Ali Shabbir and Bhoopal Reddy, TDP MLA Motkupalli Narasimhulu and BJP associate member Nagam Janardhan Reddy met at IT minister Ponnala Lakshmaiah's residence at ministers' quarters and discussed the issue for over two hours.
Late in the evening, they met the Governor, Speaker and Council Chairman and submitted letters registering their protest against chief minister's action and urging them not to consider the notice.
Speaking to reporters after the meeting, Ponnala accused Kiran Reddy of violating the Constitution and insulting President Pranab Mukherjee and the Union Cabinet by issuing notice under Rule 77. 'The chief minister's action is 'most objectionable and misleading' and such a move should be condemned and should not be entertained,' he said.
The T-bill was sent to the state Assembly after Union Cabinet's clearance and the President's consent, and questioning the bill and moving a government resolution to reject it is undemocratic and unconstitutional, he remarked.
'The council of ministers has never discussed the matter, much less moving a resolution in the House. It needs to be rejected forthwith,' he said.
'The chief minister sought extension of time for debate, the President granted. After speaking on the issue for more than six hours in the House, now the chief minister has issued notice for rejecting the bill. Is this the way a responsible leader behaves?' he asked.
He said the T-bill has been sent under Article 3 of the Constitution and hence the state is bound to follow the instruction of the Centre and cannot challenge it. He said it would be better if the chief minister withdrew the notice and complete the discussion on the T-bill and send it back to the Centre.
The chief minister should not forget that any amount of delay or hurdle will not come in the way of Telangana state, which will be carved at any cost, he said.
Telangana MLAs will counter the moves of the chief minister to stall bifurcation and see that his efforts are defeated, he said. TDP MLA Motkupalli Narasimhulu criticised the chief minister for issuing the notice and urged the Telangana members to oppose the notice.
BJP leader Nagam Janardhan Reddy said the chief minister has created a bad precedent. He urged the Congress high command to take action against Kiran Reddy for opposing the bill.
Chief whip Gandra Venkataramana Reddy said the chief minister was taking unilateral decisions and not taking the Cabinet into confidence even on major issues.
'We will not allow issues which are not included in the BAC agenda. As the notice was not in the agenda, it will not be allowed in the House,' he said.
