The bill will be introduced in the Assembly on December 19. The winter session will begin on December 18 and conclude on December 23.
As the first day of the winter session of the Assembly will be adjourned after paying tributes to Tirupati MLA Venkatramana, who died recently, the government has decided to introduce the bill on December 19.
Its passage will pave the way for land pooling in the capital region. The bill has also provision to accord legal status to CRDA and powers to issue shares and bonds. The government is also likely to introduce four other bills _ market committee bill, endowment trustee bill and two VAT Bills, one on invoice tracking and the other on aviation turbine fuel.
In another major decision, the the cabinet decided to raise the retirement age of the employees of aided colleges from 58 years to 60 years and those of universities from 60 to 62 years.
The cabinet decided to allow farmers to sell paddy anywhere in the state so that they can get better prices. However, they have to pay CST if they wish to sell the produce in other states. The government will buy paddy damaged up to 17 pc and bear the entire loss if the paddy is completely damaged or destroyed.
The cabinet gave approval for recruiting 4,000 field assistants for MGNREGS and for filling 6,000 vacant posts in the panchayat raj department. The Marketing Committee Act will be amended to 'nominate' committee chairman instead of 'appointing' him.
To help farmers market their produce, an e-marketing agency will be set up. It will search markets across the globe for various agricultural products and experts appointed to secure orders.
