Fresh trouble likely between AP, TS over staff
HYDERABAD: In a move that may spell fresh trouble between Telangana and AP governments, the Chandrababu Naidu Cabinet reportedly decided to request the Centre to divide government staff between the two States on the basis of population, rather than nativity.
The AP Cabinet, which met here under the chairmanship of Chief Minister N Chandrababu Naidu, is learnt to have discussed proposed amendments to the AP Reorganisation Act-2014 that the Centre wants to make during the ensuing Budget session of Parliament.
Some ministers, sources said, pointed at the excess staff in a few departments and opined that a uniform formula was not adopted while dividing government employees between the two States.
'Assets and liabilities were divided between AP and TS on the basis of population ratio, that is 58:42. But the staff have been allocated on the basis of 'orders to serve'. As a result, AP now has excess staff in some departments. For instance, in Hyderabad, about 5,000 employees from Telangana are working for AP,' they reportedly explained.
Chief Secretary IYR Krishna Rao is understood to have underscored that allocation of staff should be done in such a manner that AP is not burdened financially. Sources told that the Chief Minister agreed with him and felt that 'irrational allocation of staff' meant AP, which is passing through a financial crisis, has to bear extra financial burden in the form of salaries to excess staff.
'This situation is giving an opportunity to the Telangana government to fill vacant posts. By doing so, it can derive political mileage,' some ministers reportedly fumed.
The Cabinet finally decided that the government should make a fresh plea to the Centre to divide staff as per the population ration. AP government claims that it has 7,000 Class-IV permanent employees and 7,000 contract employees belonging to Telangana.
