Operation Black Film's second phase from Dec 28 Hyderabad, December 25 (INN): The City Traffic Police will impose a fine of Rs 1,000 on those who have not removed the tinted films from their car safety glasses. These orders will be enforced from December 28 onwards.
According to Additional Commissioner (Traffic) C V Anand, the orders of the Supreme Court of India regarding removal of black films from all motor vehicles were implemented in Hyderabad City from October 25 onwards after two weeks of educational exercise and distribution of pamphlets.
Till date, as many as 51,753 cases have been registered and a recent sample survey conducted indicates that more than 95 to 97 per cent of the 4 lakh car users have removed their films.
However, he said remaining three to five per cent of car owners were either willful violators, people taking out their vehicles during odd timings and vehicles coming from outside Hyderabad.
Moreover, some of the VIPs, officials, film and other important personalities have been requesting to give them exemption from removal of such films under various pretexts.
The matter has been discussed at the highest level and it has been decided that the orders of the Supreme Court will be implemented in letter and spirit and no exemption shall be granted to anybody except for people falling under security categorization of Z and Z+ categories.
Anand clarified that the darker films could not be replaced with lighter colour films. 'As per the orders of the Supreme Court, no film of any VLT (Visual Light Transmission) is permitted on the wind screen and on the window glasses,' he said.
The Car Decor and accessory shop owners have been warned of stern action if they illegally fix the black films by telling the car owners that it is 'RTA approved'.
Further, some car owners are using sun shades and curtains and some high end cars are having facility to draw up black screens. Since the spirit of the Supreme Court order is that there should be clear visibility inside the vehicle, any material obstructing that visibility is illegal.
'It is also clarified that RTC buses, private and tourist buses, school buses which are also having such films pasted on their window screen should also get them removed immediately as time given to them is lapsing and they will be heavily fined from January 3rd, 2013 onwards,' the Additional Commissioner said.
