Naidu banks on land pooling for Capital
HYDERABAD: As he has already told earlier, Andhra Pradesh Chief Minister N Chandrababu Naidu is understood to be actively considering the 'land pooling' model that was adopted in the construction of Naya Raipur, the capital of Chhattisgarh, where farmers were given 40 per cent of the developed land under land pooling in lieu of the real estate they had parted with for building the capital city, while procuring lands for the new capital of AP.
During his two-hour-long interaction with the nine-member advisory panel on designing the new capital of AP here on Thursday, Naidu is learnt to have told the panel that he is contemplating giving 40 to 60 per cent of the developed land to farmers under the land pooling system as it would provide a 'win-win situation' for both the farmers and the State government while building the new capital of AP near Vijayawada.
According to sources, in the meeting, three options - land pooling, land acquisition and land readjustment (land resettlement)- were discussed at length by the members of the committee.
At first though there were conflicting views among them on how to procure the required land for new capital, majority of the members of the advisory committee are learnt to have backed the much-publicised proposal of obtaining the land by adopting 'land pooling' system only.
'Finally, a consensus was arrived at the meeting to go for land pooling system which will be a win-win situation for both the land owners and the State government,' the Chief Minister's office stated.
Earlier, according to sources, during the meeting, Chief Minister Naidu gathered the views of the members of the panel on these three options.
'The CM has asked each member as to which option is good to be followed. He sought views of members asking them whether land acquisition is good or land pooling or negotiated settlements is feasible for procuring land for the capital. However, a large number of the members supported land pooling system only,' said source.
Sources said that Naidu wanted to take a final view on the formula that is to be followed while obtaining lands from farmers by adopting land pooling.
