Relax code for city development works: TDP Hyderabad, Feb 26 (INN): Telugu Desam Party Floor Leader in the Greater Hyderabad Municipal Corporation Singireddy Srinivas Reddy on Saturday urged the State Election Commission to relax the clause of suspension/non-execution of developmental works, particularly desilting of Nalas and storm water drains in the GHMC limits in view of very less time before monsoon sets in.
In a memorandum submitted to the State Election Commission, Mr Srinivas Reddy said that the Model Code of Conduct has been imposed in view of the ensuing elections for the Members of Legislative Council for Mahabubnagar-Hyderabad-Rangareddy Teachers Constituency which is scheduled to be held in the month of March, 2011. The Code has been imposed from February 8, 2011 and would be in force the end of March, 2011.
The TDP leader said that the Code makes it mandatory to ban all inaugurations, meetings and execution of all developmental works/activities. This, Mr Srinivas Reddy said, will be very effective during the elections in which the common public casts their votes at the time of elections to the House of People for Assembly and Parliament, with a view to maintain rationality by not gaining the favour of public by a sector of people or by one particular political party.
The TDP leader pointed out that in the present instance, there is no involvement of common voters to franchise their vote. Moreover, due to the imposition of Model Code of Conduct, total developmental works/activities were at-once suspended till the end of March, 2011. Thereafter the rainy season will approach very fast in the month of June, 2011, as such there will be a very meager time period of one month of April, 2011 will be available to execute the developmental works, including desilting of Nalas and Storm Water Drains.
He said that the GHMC had invited tenders for desilting of Nalas and Storm Water Drains, but owing to the Model Code of Conduct in force, further process is suspended by the GHMC till the end of March, 2011. Mr Srinivas Reddy said that the rainy season will arrive within a short time, and since there will be only one month of April, 2011 remain, therefore the GHMC may not be in a position to take up the desilting works during the existence of rainy season.
In the ensuing rain there is every possibility of total water stagnations and inundation of low lying localities, by virtue of which water pollution and contamination of drinking water and also rising of epidemic and other contagious diseases due to mosquitoes and other insects owing to damped areas. The TDP leader pointed out that a resolution was adopted by the Corporation for covering all open drains and nalas existing in Kapra, Malkajgiri, Rajendranagar, Kukatpally, LB Nagar, etc. before the onset of monsoons.
Further, the GHMC has identified the damaged roads and low lying areas and decided lay CC Roads in those areas, but the work could not be processed due to Model Code is in force. He appealed to the State Election Commission to relax the clause of suspension/non-execution of developmental works and to only impose ban on inaugurations and meetings during the period of Model Code of Conduct imposed owing to the ensuing MLCs elections.
