Task force on Telangana New Delhi: Further speeding up the process of Andhra Pradesh bifurcation, the UPA government appointed a five-member task force to look into the law and order situation in the State, particularly in Hyderabad, in the post-bifurcation period.
The task force, headed by retired IPS officer from Tamil Nadu K Vijay Kumar, comprises retired Director General of Police A K Mohanty and IPS officer J V Ramudu (both from Andhra Pradesh), besides senior IAS officer Rajiv Sharma and IPS officer Vasan from the Centre.
Vijay Kumar, who came into limelight with the sensational encounter killing of sandalwood smuggler Veerappan, had thorough knowledge of Andhra Pradesh, as he had worked as Director of National Police Academy in Hyderabad in 2008. After retirement, he was appointed as senior security advisor in the Ministry of Home Affairs.
The task force would arrive in Hyderabad at 8.30 am on Tuesday and hold a series of meetings with senior police officials of the State at Lake View Guest House.
It would look into the issues of distributing assets and liabilities of the home department between Telangana and residuary State of Andhra Pradesh after bifurcation. It would also suggest steps to be taken to safeguard law and order in Hyderabad in the next 10 years when it would be a joint capital for the two States.
Besides, the task force would study the possible law and order problems arising in both the States and measures to be taken to tackle them in the post-bifurcation period. It is expected to submit a report to the Ministry of Home Affairs before November 5.
Meanwhile, Andhra Pradesh Governor E S L Narsimhan is learnt to have advised the Centre to expedite the process of bifurcation of the State. 'A timely bifurcation is more likely to help in bringing things under control and restore normalcy,' he is believed to have told the bigwigs in the national capital.
The Governor, who spent four days in Delhi last week, gave a thorough and detailed assessment of the political situation of the State. In his meetings with President Pranab Mukherjee, UPA chairperson Sonia Gandhi, Union Home Minister Sushil Kumar Shinde and Finance Minister P.Chidambaram, Narsimhan is reported to have cautioned against a delayed process of bifurcation.
According to top sources, the Governor gave the view that a staggered bifurcation may create more unrest in both the regions of the state. He is believed to have opined that delay in the creation of a separate state of Telangana might undo the positive vibes among the people who were excited at the announcement of Telangana State. While, on the other hand, a lack of clarity on the Centre's stance may worsen the unrest among the people of Seemandhra region.
The Governor's report may serve as the basis for further steps to be taken by the Centre in Andhra Pradesh. It is significant to mention here that Narsimhan had met Sonia Gandhi twice in his four-day Delhi visit.
Clearly, the future of Andhra and Hyderabad were the focal points of the discussion. Inside sources claimed that the Governor even advised that dragging feet could be detrimental to the interests of the Congress party in the State.
