YSR government flouted norms: CBI It was also observed during investigation that the aforesaid mining lease area of 29 lakh MTs was not excavated to an extent, from which it could have been extracted and two scientific methods were adopted to gather evidence.
'Satellite images and photographs from various national and international satellites like National Remote Sensing Centre (NRSC) between 2007-11 were obtained and the imageries showed that no major mining activities took place to say that as much as 29 lakh MTs of iron ore was extracted from AGK mine.'
'The second method for confirming the quantum of iron ore extracted from AGK mine was a physical survey by the officials of Singareni Collieries, which used equipments like Total Station and 3-D Terrestrial Laser Scanner,' the report said.
'This survey confirmed that mining in AGK was not carried out as per the Approved Mining Plan (AMP). It also confirmed that the total volume excavated since its inception could have been 5,48,895.291 tonnes. Of this, only 1,45,960.479 tonnes of iron ore was mined including 40,387.266 Tonnes within the lease boundary of the OMCPL and the rest from outside the lease area,' it said. The CBI also charged the OMCPL with giving a raising contract to Vijai Leasing Company (VLC) during 2007-08, partially the following two years.
The records showed that VLC carried out excavation in AGK mine to the extent of 3.94 lakh tones only whereas official records showed that OMCPL has mined 12 Lakh MTs. There are other records showing differences in the IT returns and returns filed before other departments clearly indicating that the OMPCL was doing a fair business.
'There have been several raids conducted by the IT officials on OMCPL and it was noticed the company intentionally committed many irregularities in its business and also committed several wrongful acts even in exporting the iron ore.'
