AP CS chairs first meeting of SLSMC Hyderabad, Oct 30 (INN): Andhra Pradesh Chief Secretary I.Y.R. Krishna Rao on Friday chaired the first meeting of State Level Sanctioning and Monitoring Committee (SLSMC) of the Housing for All (HFA) Urban Mission/ Pradhan Mantri Awaas Yojana (PMAY) for the people belonging to Economic Weaker Section (EWS) and Low Income Group (LIG) categories of the Central Government.
A.P. State Housing Corporation is the nodal agency for the Scheme. With the Government of India grant of Rs.2025.00 crores for construction of 135,000 houses in 33 Urban Local Bodies (ULBs), the Government of A.P. has prepared a Detailed Project Report (DPR) for approval.
DPR for construction of 5140 houses with GoI Grant of Rs.77.10 crore in identified 40 ULBs by inclusion of three new ULBs in Guntur (Ponnur) and East Godavari (Peddapuram and Samlkot) Districts for approval. Proposal under Capacity Building Plan, preparation of House for All Plan of Action (HFAPoA), Information Education and Communication (IEC) charges, administrative and other expenditure with a total cost of Rs.179.38 crores for the years 2015-16 and 2016-17 proposed for a period of two years with GoI grant of Rs.165.54 crores and Govt. of Andhra Pradesh share of Rs.13.84 crores prepared.
Secretary Housing Lav Agarwal briefed that, the GoI is not insisting Annual Implementation Plan (AIP) for the year 2015-16. State Level Appraisal Committee (SLAC) has been constituted for technical clearance of DPRs (CE-APHB, CE-APRSCL and CE-APSHCL). All the proposals for (135000) houses were cleared by the SLAC. House with Plinth area of 400 Sq.ft. with a Unit Cost of Rs. 4.80 lakhs is proposed with the financing pattern of GoI Share, Govt. of A.P. share, beneficiary share and loan). An amount of Rs.0.70 lakhs per houses is proposed for infrastructure.
EWS family with income up to Rs. 3 lakh and LIG family with income from Rs.3-6 lakhs are eligible for HFA scheme. The size of EWS house (Carpet area) ' up to 30 Sq Mt and Size of LIG house (Carpet area) ' up to 60 Sq Mt.
The Urban Housing Mission will be taken up in all the cities and towns with a population of one lakh and above each, as they account for about 75 percent of urban population. The Credit Linked Subsidy Scheme would however be implemented in all cities and towns from the current year onwards. Under the Housing Mission in urban areas, houses would be built with basic civic infrastructure like water, sewerage, roads, power and telephone lines and social infrastructure such as community centres, parks and play grounds, livelihood centres etc., the Chief Secretary informed.
