AP CS discusses cyclone preparedness with officials


 
Hyderabad, Nov 5 (INN): Andhra Pradesh Chief Secretary I.Y.R. Krishna Rao chaired a meeting today with all the Secretaries to review and discuss on Cyclone Preparedness, E-Office system, Aadhar card status, Double Digit Growth (DDG) and Key Performance Indicators (KPI).

The Chief Secretary interacted through video conference with Resident Commissioner, A.P. Bhavan, Sri Anil Singhal on the issues pending with Government of India. Resident Commissioner informed that the current status of establishing Rapid Action Force (RAF) at Visakhapatnam, Railway line between Nadikudi and Srikalahasthi, Irrigation Projects ' Buckingham Canal, establishing of State Cancer Institute at Tirupati. He directed the officers concerned to move a proposal to Government of India with a request to establish National Centre of Ayurvedic, near AIIMS, in Guntur District.

Krishna Rao has directed all the Secretaries proactively to make use of the Portal which created by the Govt. of Andhra Pradesh to work effectively to follow up pending issues and to obtain Grants under Central Sector Schemes from each Department.

The Chief Secretary said that an action plan may be prepared to open Department-wise control room and call centre at state level with a toll free number to monitor the issues related to the service departments. Powers may be delegated to the District Collectors for appointing of Doctors temporarily in Government Hospitals. A committee may be formed with the Spl. Chief Secretary Planning and Information Technology Officials to monitor the digitization of files works in district Offices to maintain as paperless offices.

Reviewing on Cyclone preparedness Chief Secretary said that in case of any eventuality viz., Cyclone occurs preparedness will always help and protects to minimize the major losses. The Officers are to be fully prepared for pre and post cyclone situation and officers should maintain team spirit and show their best services with men and machineries in case disastrous situations arise, Chief Secretary instructed. Chief Secretary also directed the Commissioner, Disaster Management to get the cyclone stores to be got ready by November.

It was made clear that the shifting of all offices and employees should be completed before June, 2016 and both the Secretariat and HoDs should be prepared to function from Vijayawada from June, 2016 onwards. It was decided to have one more meeting with the Committee of Secretaries appointed in this regard to finalize the exact Action Plan.

The status of LAQs / LCQs / SNQs was discussed in the meeting along with Secretary, Legislature. Since in December the Next Assembly is scheduled to meet, all the Secretaries were requested to furnish the answers to earlier Zero Hour mentions as well as SNQs / LAQs / LCQs within a fortnight to the Assembly Secretary's Office. Spl.CS GAD (Coordn.) was requested to coordinate and ensure all the replies reach the Secretary, Legislature within a fortnight.

The implementation of e-Office was also discussed and it was decided to have an Action Plan for Digitization, Scanning of Files both in the districts as well as in HoD Offices and go for total computerization at all levels of the Government right from the districts.

The Aadhar Seeding Status was also discussed and it was decided in addition to Aadhar wherever it is an issue of NRI seeding, the Passport should also be done in addition to the Resident Indians, Non-Resident Indians will also be complete in this regard.

The progress with reference to Double Digit Growth was discussed and the Key Performance Indicators of the department in the way forward to achieve Double Digit Growth in all the Sectors of Industry, Tertiary and Agriculture.

All the senior officers attended the meeting.
