Krishna Rao holds preparatory meeting Hyderabad, Nov 9 (INN): As a preview to the District Collectors Conference going to held on 14th and 15th December, it is a preparatory meeting to exercise on the items to be discussed in that meeting, Chief Secretary I.Y.R. Krishna Rao said.
Krishna Rao chaired a meeting today through video conference with all the District Collectors to review and discuss on Cyclone Preparedness, stray dog menace, night shelters, e-pass, etc.,. Reviewing on the Cyclone Preparedness, the Chief Secretary said that the officers are to be fully prepared for pre and post cyclone situation and officers should maintain team spirit and show their best services with men and machineries in case disastrous situations arise. There is a chance to have heavy rains in the coastal districts in this week. So that staff should be geared up as they have already been informed about the precautionary measures. There is a need to appoint a Nodal Officer in all the line departments. In case of any eventuality viz., Cyclone occurs preparedness will always help and protects to mitigate the major losses, he said.
While discussing on the Revenue Ceased Mandals merged from Khammam District to Twin Godavari Districts, Chief Secretary directed the Prl. Secretary Revenue J.C. Sharma to pursue the pending issues with the concerned in Telangana State to obtain the basic records viz., details of Aadhar Card, Ration Card holders, Housing beneficiaries etc., at the earliest. Reviewed the status of Mahatma Gandhi National Rural Employment Guarantee Scheme, Chief Secretary suggested the District Officers to observe one-day in a week as MGNREGS day for its strict implementation.
Prl. Finance Secretary Dr. P.V. Ramesh briefed about the Budget preparations for the Financial Year 2016-17, Preparation of perspective development plan for the year 2016-2020, expenditure management and requested the Collectors to make a serious review with the Drawing and Disbursing Officers along with District Level Bankers on unspent sanctioned budget amount.
Reviewed on the Night Shelters informed that sanctioned night shelters have been functioning and proposed Night Shelters at Hindupur, Guntakal, Tadipatri, Madanapalle, Chirala, Narasaraopet, Chilakaluripet are yet to be started. District Collectors are concerned informed that the shelters yet to be started will come into function by end of this month.
The Chief Secretary informed that as the winters will arrives soon more importance should be given with a focus for maintaining of Night Shelters and to taken care of the people homeless and poor. Chief Secretary further directed the District Officers, that Night Shelters in all the Districts should be functional with the required facilities like hygienic food, sanitation with medical attendance.
Non-Government Organizations (NGOs) and Government Departments play vital roles to tackle effectively the menace of stray dogs. Chief Secretary discussed on stray dog menace and opined that with the active participation of the NGOs and the Departments concerned only can control the situation by taking all the precautionary measures and advised to maintain the stock of Rabies Vaccine and initiate action to control the stray dogs as per the Animal Birth Control Rules.
To control the irregularities while supplying the ration the Government of Andhra Pradesh took a decision for implementing e-Pass system in Civil Supplies Department. E-Pass system will ensure to get the ration without any suffer. Chief Secretary reviewed on the implementing system of e-Pass, in the meeting. Chief Secretary directed the officers concerned to sort-out the problems where facing by the Dealers while operating the system.
The Chief Secretary also reviewed on the progress of acquiring land for National Highway 216 which connected between Kathipudi (East Godavari District) to Ongole (Prakasam District). Collectors of East, West, Krishna, Guntur and Prakasm Districts informed that they are reviewing regularly on the status to take up the National Highway Project-216.
Road Clearances under the RoFR Act in reserve forest areas across the state and procurement of cotton are discussed. Double Digit Growth targeted for the next quarter has explained in the meeting. Chief Secretary briefed to the Collectors that the Government of A.P. has proposed to start a foundation for adoption of Smart Villages and Smart Wards by creating a committee with Senior IAS Officers, Industrialists, Experts and the Representatives from NGOs.
