AP CM advocates paperless system


 
Vijayawada, Feb 22 (INN): The first session of the two-day Collectors' Conference began on 'Governance Reforms for Transparency And Efficiency'.

Chief Commissioner of Land Administration A.C. Puneeta, IAS, gave a presentation on the need for administrative reforms in file pendency and quick disposal. He stressed on simplifying existing laws to fasten the movement of files within the government. He said 1.79 crore land records have been synced under mee bhoomi portal. He informed the Chief Minister that the disposal rate of grievances/files is currently at 65%. In this regard, A.C. Puneeta cited Anantapur district's initiative where File disposal has been taken up systematically.

Andhra Pradesh Chief Minister N. Chandrababu Naidu stressed on introducing a paperless system during file disposal. 'Each file stacked up in your offices is a person's life. Their lives depend on it,' he said. He stressed on introducing a transparent system that will fasten the process while curbing corruption.

Later, PEMANDU Director Ravindra Devagunam spoke on PEMANDU's pre-lab methodology. He explained how PEMANDU has achieved success in reducing corruption, reforming education, restructure healthcare services and boosting the retail services in the country. Given that retail and wholesale are among the key economic drivers, he added the labs would work on strengthening SHGs, MSMEs, organized and unorganized industries. He added that PEMANDU and the Andhra Pradesh Government are working closely as partners in developing, implementing and monitoring government programmes and strategic developmental plans. He invited the Chief Minister and cabinet ministers to participate in labs.

Advisor (IT) J Satyanarayana gave a presentation on Janmabhoomi grievance redressal status and e-Pragati. He said the current position of Janmabhoomi redressal is at 75.3%. He has also proposed organizing regional workshops for district officers and stakeholders in Visakhapatnam, Kakinada, Tirupati and Guntur. He has also the Chief Minister to allot land for constructing e-Pragati center at Amaravati with a permanent data center.

'Every petition must reach its logical conclusion,' the Chief Minister directed the collectors, suggesting to classify the grievances based on their nature. He asked the officials to come up with an online system that will provide the details of beneficiaries of pension, housing, ration and scholarships.

Prepare drinking water resources for summer: CM

During the second session on rural infrastructure and employment, the Chief Minister directed the district collectors to ensure each village in the state has a regular drinking water supply as preparatory measures for summer. He asked the district administration to provide alternative drinking water sources in cases where drinking water is not available. For future purposes, work on recharging the ground water table, he said.

He directed the officials to create 100% Open-Defecation Free (ODF) villages. He set forth a target of 1,500 villages by April 1st, 2016. 'Make construction of toilets a mass movement,' he added.

Meanwhile, Principal Secretary (Panchayat Raj) Jawahar Reddy asked the district collectors to complete the construction of community drinking water purification plants in 335 flouride affected habitations by March 2016.

Meanwhile, the Chief Minister directed the district collectors to display boards in the villages informing on the availability of water resources, irrigation projects and ground water tables. This will not only create awareness among people, but also sensitize them,' he said.

Session 3: Seasonal Condition, Farmers Producers Organization, Smart AP Foundation

The Third session focussed on briefing the collectors the role and objective of Farmers Producers Organizations (FPO). The main goal of an FPO is to increase productivity, maintain profitability and realization of proper pricing through processing, market linkage, value addition and better knowledge delivery system through PPP.

SP Wani, Principal Scientist at ICRISAT also stressed on providing skill development to rural youth to work as facilitators for strengthening FPOs.

The purpose of the FPO is to identify top 25 agricultural products and encourage their cultivation and undertake processing, warehousing and international marketing, the Chief Minister said.

He directed the officials to work towards achieving 25% growth rate in Agriculture, 30-33% growth rate in Fisheries, Horticulture and Animal Husbandry in the next 25 years. Andhra Pradesh is poised to become a global hub in fisheries, the Chief Minister said, asking the officials to achieve Rs 2 lakh crore in the next 10 years
