GoAP and NEC sign MoU for Safe-city project Hyderabad, July 8 (INN): Following a meeting with NEC on Tuesday in Japan, a Memorandum of Understanding (MoU) was signed between Andhra Pradesh Technology Services Limited and National Electronics Corporation (NEC).
The MoU was signed in the presence of Chief Minister N. Chandrababu Naidu and Yosuke Takagi, State Minister of METI.
Takagi informed the Chief Minister that he has come to underline Japan commitment to Andhra Pradesh's development. 'We want to involve ourselves with the development of capital city from the initial stage itself,' he added.
The METI minister said that they have been working on ports, airports, roads, housing and other infrastructure needs of the state since January. 'We are prepared to offer full cooperation for capital,' he affirmed.
He also added that they have begun the process of identifying companies that are suitable to build a world-class capital.
The Chief Minister invited Japan to partner in the development of seed capital and appreciated Japan's interest in building AP's capital.
The NEC and APTS will work on designing and implementing a Safe City project at Tirupati with the following features: (i) Build Future-proof Solution Architecture as definition of Smart City will keep evolving; (ii) Establish a common platform for integration of all Technology Components into the central City Operations Centre; (iii) Develop City Surveillance System with Surveillance Cameras, Facial Recognition Solution and Behaviour Detection (Video Analytics); (iv) Develop Smart Transport Management System with Automated Number Plate Recognition, Automatic Vehicle Tracking and 'Automatic Fare Collection and (v) Evolve Smart Policing mechanism through Automated Fingerprint Identification System, Facial recognition based Forensics and Dial 100 Platform.
They will also establish Centre of Excellence (CoE) for Safe City which shall undertake R&D, Capacity Building and Consultancy on Technological Aspects relating to establishing safe cities in India. A NEC Development Center will also be established at a mutually agreed location in the new State of Andhra Pradesh
The MoU also mentions that 'NEC will help GoAP to i) Get Japanese financial assistance for the project; ii) To work out a detailed framework and plan of action including financial commitments for implementation of the safe city project at Tirupati; and (iii) To establish a Centre of Excellence for Safe Cities and NEC Development Centre at mutually agreed locations in Andhra Pradesh.
For this APTS will i) provide requisite logistics support to NEC for implementing the Safe City project at Tirupati; (ii) Co-ordinate with the concerned departments, i.e. Municipal Administration &Urban Development, Transport, Home, Police, and Andhra Pradesh State Road Transport Corporation for enabling NEC to implement the project at per agreed timelines; (iii) Facilitate any other permission or any other approval or requirements as is deemed necessary by NEC for successful implementation and outcome of the project; (iv) Provide financial contribution and support as is mutually agreed upon; and (v) Facilitate allotment of land, power and water for NEC to establish a CoE and Development Centre on mutually agreed terms.
As part of the MoU, it has been decided to form a steering committee that will have the representatives of APTS and NEC.
