Tirupati businessman forges MPs signatures HYDERABAD: A Tirupati-based businessman, P Chengalrayulu, popular as PC Rayulu, has been chargesheeted by the Central Bureau of Investigation (CBI) for allegedly sending forged letters to the Prime Minister's office recommending his name for a Rajya Sabha seat. He allegedly forged the signatures of Lok Sabha members Shruti Chaudary and KP Dhanapalan.
Rayulu, a Congress leader, earlier served as the chairman of the task force under the Union ministry of food processing industries and member of various advisory bodies. He is the honorary president of the Tirupati Chamber of Commerce and also involved in various charitable activities.
In its chargesheet filed in the court of Chief Metropolitan Magistrate Vidya Prakash, the CBI said a telephone enquiry by an official in the PMO revealed that the MPs had not sent or signed the letters.
Rayulu has been in warehousing and transportation business since 1979 in AP, Karnataka, Goa and Rajasthan, the chargesheet said. The CBI also said that Rayulu started social work like distributing blankets and other items to the poor and went on to join the Congress in 2007 at Tirupati.

Rayulu, a small-time businessman, rose phenomenally as a banker, businessman and industrialist over the last several years. Hailing from Papnaidupet near Tirupati, Rayulu started as a broker for private goods carriers near the Renigunta checkpost.
During this period, he came into contact with many businessmen and indusrialists and with their help landed a cement dealership for himself. His rise started from there and he became a warehouse owner and dealer for many companies. He also set up the Balaji Urban Cooperative Bank which was later shutdown on the RBI order for various irregularities.
With his pushing nature and aggressive PR techniques, he grew up fast in stature and won several positions as advisor or member of various committees attached to several departments of the Union government.
The positions he holds include member, vigilance monitoring committee, Ministry of Rural Development, member, the Central Censor Board and member, adviory committee, Ministry of Coal. 'He has good contacts in Hyderabad and New Delhi and a rapport with bureaucrats,' sources said.
