Will he pave the way for an early debate on the Telangana Bill in the ongoing Assembly session itself, despite the President giving it 42 days to express its opinion?
The speed with which the Bill was despatched from the Chief Minister's Office on Thursday to the Assembly Speaker as well as the Chairman of the Legislative Council through Governor ESL Narasimhan could be indicative of what is in store.
In fact, the dispatches began as soon as bundles of bill copies reached Chief Secretary PK Mohanty's office ' they were in fact flown in from Delhi in a special flight.
During the day, Kiran Reddy had a 45-minute long meeting with AICC State affairs incharge Digvijaya Singh. Soon after, Kiran's camp leaked info that Singh had tried to persuade him to fall in line and that the CM expressed his reluctance to do so.
Kiran's aides claimed their star batsman will try to stall the T process before the last ball is bowled. Interestingly, notwithstanding these leaks, Kiran Reddy, soon after meeting Singh, dropped hints that he is helping the Centre's T efforts ' a case in point being the distribution of bill copies to the authorities concerned.
The question, being discussed in Congress circles, is whether Kiran will really try to drag on discussion on the Bill in the Assembly to keep it in the State till Jan 23, the deadline set the President for the Assembly to air its views. If he does so, it will complicate matters for the Congress high command as it will have a short window to table the bill in Parliament.
Ministers from the CM's camp Sake Sailajanath and G Srinivasa Rao claimed Kiran will make all attempts to drag on the process whereas T Congress leaders such as D Srinivas felt he will do no such thing. The CM's aides also claimed he might resign in the House.
