For all the budgetary bills have been stopped, while the treasuries department is accepting the salary bills and the GPF advance of employees for the month of June alone. All the departmental heads have been directed not to send any other bills to the treasuries till further orders.
Meanwhile, the district collectors have been facing trouble in adjusting the funds to meet the emergency works. According to sources, the finance department everyday enquires the balance position from the districts.
Though it is a daily affair to know the district-level balance sheet of various head accounts, the situation has turned critical as there are no funds in almost all the departments.
Admitting that there is a crisis, a senior official told that there were clear guidelines from the government to prioritise the needs relating to the funds. However, there is no problem for payment of the salaries and clear the GPF advance bills of June, he added.
'During a recent meeting in Hyderabad, the senior officials dashed off a missive to the Centre seeking financial support which was promised in the state re-organisation bill.
At present the AP government is in financial crisis with deficit budget. The Centre has assured us to bear the expenditure for a year. However, no funds were released by the Centre till now and we are eagerly awaiting the same,' said a senior IAS officer.
On the pending bills and other payments, the official said with a big laugh that even the chief minister did not have a clear picture. However, clarity will emerge once the state budget is passed, the official added.
Meanwhile, the departmental heads kept ready action plans and various files seeking fresh priorities and guidelines from the government.
During the Congress regime, several proposals were made to the government, but their fate is not known. The officials, including HoDs, have been attending to only day-to-day activities and emergency works.
