CMs discusses setting up of National Technical Board The third meeting of the Sub-group of Chief Ministers on Swachh Bharat Mission presided over by Andhra Pradesh Chief Minister N. Chandrababu Naidu discussed on the idea of creating a National Technical Board on Swachh Bharat Mission.
During the session, they said the National Technical Board will be a central agency to assist the urban local bodies/Municipalities/Corporations to advice, guide and recommend the right kind of technology and will be adopted for a given situation on solid, liquid waste and sanitation management.
The Sub-Group also discussed on solid and liquid waste management technologies, on their visits to Waste to Energy plants and waste treatment facilities and also on the technology providers/ technologies recommended to address the waste challenge.
They also reviewed the best practices and emerging technologies in waste management.
Meanwhile, the Sub-Group also discussed on the draft paper prepared after forming three separate working Sub-Groups under NITI Aayog on the following aspects of SBM: Sub Group on Technologies; Chair Person- CEO, NITI Aayog; Sub Group on Behavior Change, Additional Secretary, NITI Aayog and Sub Group on Revenue Models for Operation and Maintenance of community and Public Toilets.
In the previous two meetings held in Delhi and Chandigarh, respectively, the Sub-group discussed about the technology, behavioural change, communication and institutional aspects for successful implementation of the SBM at the national, state as well as urban local bodies level.
The Sub-Group also discussed on the lack of technical capacity of urban local bodies to evaluate and make decisions on waste management. They also explored operation and maintenance models in waste management.
The Sub-Group also discussed about forming Sanitation Management Cells comprising of technical and supervisory staff for Solid and Liquid Waste Management and also look into involving all stakeholders in the Mission apart from encouraging R&D on waste management.
