TRS want Secretariat, Assembly Hyderabad: The TRS has urged the Union government to decide the location of the new capital of residuary state of Andhra Pradesh expeditiously and facilitate immediate shifting of the core functionaries in the Secretariat, heads of departments and the legislature after bifurcation.
In its report submitted to the GoM on Sunday, the party leadership said the entire capital could be made ready for occupation well within two years as it would be convenient for the five crore people to have their government functioning from their midst
The TRS leadership, however, made it clear that it would no way be going back on its endorsement of the CWC decision to have Hyderabad as the joint capital for ten years.
The report was vetted by the TRS president K Chandrasekhar Rao. The party decided to drop the original proposal of asking for setting up a security board to oversee the law and order issues in Hyderabad for the period during which the city would remain a joint capital.
The report said that total administrative powers in Hyderabad including law and order should be with the Telangana government only. 'Overall policing of Telangana, including Hyderabad, must remain with the new state,' TRS told the GoM in its memorandum.
It demanded that the GoM recommend to the Centre to announce a huge financial package for the Telangana state. It also advocated for continuing the Legislative Council even in the new state after bifurcation.
The report further said TRS wanted Telangana State with 10 districts with Hyderabad as its permanent capital. The existing 119 Assembly constituencies along with one representing Anglo-Indian community
would make the House of 120 MLAs strong.
This is the minimum requirement for constituting the Legislative Council. The new State would surely require the guidance of elders. Hence, this critical strength of 120 Assembly constituencies just cannot be tinkered.
TRS feels that the residuary state of AP can function from a set of decent and spacious outfits located in close proximity within the city of Hyderabad. The Telangana state, with Hyderabad as its permanent capital would continue to function from existing outfits.
According to the memorandum, Core functionaries in Secretariat, a few HoDs and Legislature can be shifted immediately. The entire capital complex can be made ready for occupation, well within two years. It would be convenient for the five core people to have their Government functioning, from their midst.
The party demanded that one major irrigation project in Godavari and another in Krishna basin should be taken at national level.
The Planning Commission has identified eight Telangana districts as eligible under background region grant fund (BRGF). Adequate funding to these districts must continue for at least one more decade. Left-wing
extremism, communal disturbances have been tackled and controlled successfully.
The entire Law and Order subject can be safely dealt with by the new State of Telangana, the report adds.
In regard to judiciary, the report said, 'It is imperative to have independent High Courts for each successor state, immediately.' It would also be just to have a separate Bar Council for the new Telangana state.
Accepting Bachawat Commission's awards on Telangana's share on Krishna and Godavari waters, the party demanded right to use its full and legitimate share, without any compromise, in the immediate future. However, the final award of Brijesh Kumar Tribunal should be held in abeyance, till the State of Telangana makes its own submission.
It also wanted Singareni coal mining company be kept under the direct control of Telangana Government.
The TRS also demanded a fair share in hydrocarbons to Telangana would to bridge its yawning historic energy gap. The party agrees that Article 371 (D) should continue with a textual amendment, adding the name of the new State to the Article.
An appropriate new Presidential Order will be requested by the T Government.
