Security commission for Telangana HYDERABAD: In as much as Union Home Minister Sushilkumar Shinde admitted on Thursday, the status of Hyderabad continues to be the stumbling block for the GoM to give a final shape to the draft bill on Telangana State.
According to sources in Delhi, the Union Home Ministry is understood to have submitted a note to the GoM suggesting constitution of a Security Commission for Telangana State/Hyderabad.
As per the proposal, the commission will be headed by the Governor (of Telangana if there are two Governors or Governor of both the States if the Centre prefers to have one for both) and comprise the CM, Home Minister, Home Secretary, DGP of Telangana and a Central representative.
The Chief Minister of the residuary State of Andhra Pradesh will be a special invitee. With almost all parties, particularly the TRS and MIM, opposed to any neutral control on Hyderabad, even on the subject of law & order, the Centre appears to be thinking that this is the best way forward.
Another proposal under active consideration is to have two security commissions for Telangana and Andhra Pradesh headed by a common Governor/respective Governors with the CM, HM and DGP as members besides a Central representative.
The idea behind the proposal is two-fold: One, it fits into the terms of reference of the GoM that it should look into the law & order issues in both the States post-division and gives an impression that the Centre is not focusing only on Hyderabad; Second, it will also minimise the scope for possible opposition from Telangana leaders.
