CM wants HMDA to speed up projects


 
Hyderabad, Nov 12 (INN): Chief Minister N Kiran Kumar Reddy on Tuesday asked the Hyderabad Metropolitan Development Authority (HMDA) to speed up the ongoing works including lake preservation, development and beautification, radial roads, etc., with clear milestones.

The Chief Minister, who is also the Chairman of HMDA today chaired the 5th meeting of the Authority at Secretariat. The meeting ratified the proposals put forward by the HMDA with necessary modifications.

The meeting ratified the Metropolitan Development Plan-2031 for Hyderabad Metropolitan Region notified by the State Government. Out of the total HMDA area of 7257 sq.kms, the plan covers 5985 sq.kms in 35 Mandals of 4 districts. The projected population of HMDA is 1.84 crs for 2031.

Metropolitan Development Plan-2031 for Hyderabad Metropolitan has Urban Nodes -13, Urban Centers - 46, Area under Residential Zone (R1, R2, R3) + Peri Urban - 840 Sq.Kms + 487 Sq.Kms = 1327 Sq.Kms, Area for Industrial Use Zone-200 Sq.Kms, Regional Ring Road -90 Mtr wide 285 Km long, Passenger/ Freight Rail Terminals-5.

Approval for Preparation of Master Plan for Secunderabad Cantonment Area: HMDA area-7257 Sq.Kms, Secunderabad Cantonment Board Area-42 Sq.Kms, No of Master Plans in HMDA area - 5 (HUDA, HADA, CDA, Erstwhile MCH area and MDP-2031 for extended areas), There is no existing Master Plan for SCB area. SCB requested HMDA to give consent for preparation of Master Plan for SCB area.

Comprehensive Transportation Study (CTS)-Hyderabad Metropolitan Area (HMA)-2041 is undertaken by HMDA on behalf of UMTA, 50% Financial Assistance from MoUD, GoI; balance 50% is shared by HMDA (15%), GHMC (15%), APSRTC (10%) & HMRL (10%); Study commenced in March, 2011; Draft Final Report has been submitted in October, 2013; UMTA acts as Steering Committee; All reports submitted are available in public domain www.ctshma2011.com.

Transit Oriented Development (TOD) Initiatives in Hyderabad Metropolitan Region served by rail/road transit, Easy Access to Public Transportation, Intensification of development, Mixed Land Use, Walk to work/Perdestrianization, 27 TOD within ORR, 13 TOD on ORR, 13 Urban Nodes outside ORR, 46 Urban Centers outside ORR are also ratified.

ITS Master Plan for HMA: HMDA has initiated Intelligent Transportation System (ITS) Master Plan for HMA, first of its kind in India, HMDA/HGCL entered into an MoU with JICA in April, 2011 for Preparation of ITS Master Plan in HMA and support for Implementation of Pilot Project, JICA Consultants submitted Final Draft ITS Master Plan for HMA on 8th October 2013.

Hyderabad Habitat Centre (HHC): HMDA will develop 11 Acres of land at Khanamet. Concept of HHC: Visual Art Gallery, Sculpture Courts, Artiplex theatres, Learning Centers, Open Air Theatre, Landscape gardens, Convention facilities, Theme Parks and Club house, Restaurants & Food courts, Office complex; It will be developed on the lines of India Habitat Centre, New Delhi Estimated project cost is Rs.134 Crores.

A reputed Architect appointed, HMDA will form a 'Society' exclusively for development, implementation and management of project, Govt. accorded in principle approval of the project and Detailed Project Report (DPR) is under preparation.

Development of Science City: HMDA will develop a Science City in 83 acres at Budvel. Key project components: Space Station, Earth Pavilion, Life Sciences, I-Max 9 D Virtual Reality, Energy Park, Science and Art, Technologies of Future and Centres of Excellence etc.

The tentative project cost is around Rs.160 Cr., HMDA will form a Society for project development & management and Feasibility report is under preparation.

Hyderabad Education Hub: The Hyderabad Education Hub Project proposed at Jawaharnagar, The project comprises of complete ecology and infrastructure of education, focused on world-class graduate and postgraduate education, Associated world-class infrastructure and facilities for participants and residents of the Hub, such as accommodation, recreation, medical and sports facilities and Associated academic and industrial research and development centers.

The Education Hub will invite high quality higher-education institutions to set up satellite campuses. Individual institutions need to only build campuses with infrastructure specific to their programmes and activities. HMDA will develop common infrastructure, from dormitories and libraries to sports facilities largely based on a PPP model.

Eco Park, Kothwalguda: HMDA has taken up Development of 85 Acres of Eco-Park at Kothwalguda, Estimated cost of the Project Rs.60 crores. Project components: Garden with Rare, Endangered and Threatened Species and Endemic Flora, Agro Park and Trails, Mountain Biking Tracks, Aquatic Bird Park, Aviary, Public Park and Picnic Area, Open Air Theatre, Solar farm, Andhra Rural Huts, Butterfly & Sculpture Park. Scion Bank Nursery already established at Tellapur, Two new Scion bank Nurseries proposed with Rs. 20 crores each - 1. Peddmangalaram (V) of Moinabad (mandal), RR Dist - 50 acres, 2. Kanakamamidi (V) of Moinabad (mandal), RR Dist - 100 acres.

Land Pooling Scheme: Land Pooling Scheme gives an option to farmers to become partners in development process and they are not deprived of their land: A committee recommended to take up two Pilot LAND POOLING SCHEMES namely 1) Edulanagulapalle - Kollur Pilot Land Pooling Scheme and 2) Pratapsingaram - Gowrelli Pilot Land Pooling Scheme, a public notice has been issued on 11-10-2013 giving details of land pooling area seeking willingness in writing from land holders for participating in the pilot land pooling scheme. Submitted to Board for approval of Land Pooling Guidelines and taking up of Pilot Land Pooling Schemes.

Protection and Conservation of Lakes & Water Bodies in HMDA area: 2857 lakes identified in HMDA area, 455 lakes inside ORR and 2402 outside ORR, 168 lakes in GHMC limits and 2689 in HMDA limits, Consultants engaged for FTL Demarcation, Preparation of maps and FTL fixation in coordination with Irrigation & Revenue Departments, FTL Demarcation completed for 292 lakes and Balance 163 inside ORR and in HUDA limits will be completed by end of December, 2013.

Protection, Conservation & Beautification: 258 lakes are identified for taking up in 2013-14 by GHMC (128), HMDA (80) and Irrigation Department (50), Fencing (where required) and planting of trees will be take up with Rs.20 crores allocated for the 80 lakes being taken up by HMDA, Adopt a Lake Scheme proposal submitted to Government to ensure public participation, Resident Welfare Association as the Lead Partner and Draft MOU for Adopt a Lake Scheme submitted for approval by the Board.

Hussain Sagar Lake and Catchment area improvement project: HCIP Project is being implemented with JICA Loan of 7729 Million JPY (310 Crores and INR 60 Crores from Government of AP, 3 STPs i.e. 30 MLD STP 20 MLD STP and 5 MLD STP are completed. I&Ds works on 3 Nalas completed, 1600mm dia RCC Main from Kukatpally Nala and 1600 mm RCC Pipe at Boats Club are commissioned, 1400 mm dia RCC Bala Nagar Trunk Main in Kukatpally Nala are completed and commissioned, Trunk Sewer Mains in 4 Packages in Secunderabad Cantonment and Zone-VI of GHMC in progress, Dredging of non hazardous sediments at the mouths of 3 Nalas is in progress, 1,31,000 Cum of dredging completed.

HMDA has initiated steps towards integrated online services for according development permissions. The ASCI providing technical support for operationalizing the ICT enabled development approval system: Integrate the entire organizational workflows including the zones with the effective use of ICT for better service delivery to citizens.

Refine and define the processes to make the service delivery simple and convenient to the citizen and to all stakeholders in the system. Build capacity within the organization for the smooth adoption of ICT enabled service delivery to the citizens.

HMDA intends to re-introduce Green Channel concept, under this facility, owners, builders and developers will have the option to obtain expeditious approval of Development permissions. Under the 'Green Channel' scheme, a panel of Architects and Document Auditors who are conversant with town planning rules, regulations and laws, will be empanelled / licensed to scrutinize applications by HMDA.

Green Channel' will enable applicants to obtain fast-track clearance for their development proposals from HMDA in 7 working days. The concept will be introduced in a phased manner making it applicable initially to layout approvals.

Restoration and Conservation of 9 Clock Towers in Notified Heritage Buildings: The initiative taken by FICCI (Federation of Indian Chambers of Commerce and Industry) is welcomed by HMDA, FICCI will sponsor/generate sponsors for the Conservation and Restoration works.
