Rayala Telangana; to check Kiran, TRS Hyderabad: Congress brought Rayala Telangana issue to the fore to achieve multiple objectives at the final stage of Telangana formation oblivious of its resolution in the Working Committee promising the new state with 10 districts.
The Congress' objective seemed to check Telangana Rashtra Samithi, Chief Minister N Kiran Kumar Reddy, Bharatiya Janata Party and YSR Congress with the Rayala Telangana proposal. The party top leaders pressurised the Telangana Congress leaders to agree to the proposal for a smooth passage of the bill in the Assembly.
However, the proposal was rejected by the Telangana Congress, TRS, BJP and even by Rayalaseema leaders. Though the proposal was made a year ago, it found the support of Congress high command a week ago.
The Group of Ministers sprung a surprise by taking it into consideration. Party state affairs incharge Digvijay Singh held talks with Deputy Chief Minister C Damodar Raja Narasimha in this regard.
The idea behind the proposal by the Congress was supposed to solve the Krishna water sharing issue which was highlighted by the Chief Minister prominently as it would take away the air from his fight on the issue with the Centre.
The proposal would divide Seemandhra Congress and would bring Rayalaseema leaders of Kurnool and Anantapur into high command fold. With Rayala Telangana, the TRS would be reduced to eight districts of Telangana and the Congress would have edge in the new state in case of Parliament and Assembly.
Congress has 49 legislators from Telangana in the Assembly and 97 from Seemandhra region. To win the Telangana bill excluding Rayalaseema districts in the Assembly it needs 147 votes.
With the support of Telugu Desam (35), TRS (17) and MIM (7), the party has a strength of 107 and would be in need of 40 more votes. Even if CPI, BJP, CPM and independents support the Telangana Congress it would fall short of 32 votes.
If the Centre proposes Rayala Telangana it would get the support of 27 more from Anantapur and Kurnool districts taking the number of supporters to 134 and there is a possibility of winning the vote on the bill in the Assembly.
The Congress high command could see a win for the party in the general elections in Rayalaseema and could form a government on its own.
