GoM fails to arrive a consensus on Rayala T NEW DELHI: The Group of Ministers (GoM) on Telangana, after a one-and-half-hour long meeting, failed to reach a consensus on the controversial Rayala Telangana proposal of including two districts of Rayalaseema- Kurnool and Anantapur- in the new state of Telangana.
Sources said the GoM wants a consensus on the proposal with details such as demarcation of boundaries before its report and State Reorganisation Bill is finalised and placed before the Cabinet for approval.
'We had detailed discussions. We thought the report will be finalised. But discussions are inconclusive. We will meet tomorrow at 8 pm,' Home Minister Sushilkumar Shinde said after the GoM meeting.
Shinde confirmed that certain issues need to be resolved and the GoM will take up the pending matters on Wednesday. However, he maintained that the government is determined to table the AP bifurcation Bill in Parliament as soon as possible.
The current Andhra Pradesh Legislative Assembly has 295 members and with the original proposal of 10 districts, Telangana will have 119 members and the residuary Andhra Pradesh will have the remaining members.
However, if the GoM agrees on Rayala Telangana, the Lok Sabha and Assembly seats will be equally divided between the two states after bifurcation.
The high-level ministerial panel meeting, attended by National Security Advisor Shivshankar Menon and Union Home Secretary Anil Goswami, also discussed Article 371-D, which was inserted in the Constitution to provide equitable opportunities and facilities for the people belonging to different parts of Andhra Pradesh.
Sources said the GoM is likely to recommend special status to both the states in the Reorganisation Bill, retaining the provisions in employment and education.
