There will be free and thorough debate on T Bill HYDERABAD: AICC general secretary in charge of Andhra Pradesh Affairs Digvijaya Singh has said every member of the Assembly and Council will be given an opportunity to express their free and frank opinion on each clause of the draft Telangana bill which has been sent to the state Assembly.
Addressing mediapersons at Gandhi Bhavan here on Friday, he said that while expressing opinion on each and every clause of the bill, the legislators should ensure protection of the best interests in regard to river waters, developmental aspects, common capital and all other issues for the development of the two new states.
The central government would take into consideration all views of the legislators, he assured.
'I would like to assure the people of Seemandhra and Telangana, government employees, academicians, students and others that the Centre was committed to ensuring development in every sector once bifurcation takes place.
Since most of the premier institutions are located in Hyderabad, the Centre shall ensure that such institutions are set up in Seemandhra also. Tax concessions will be given for backward areas in all the regions.
He reiterated that the Centre would grant ntional status to the Polavaram irrigation project and finance its construction. Issues of submergence of areas and rehabilitation of displaced people will be dealt with appropriately through dialogue among the two states and the Centre.
In regard to the irrigation system in the Godavari and Krishna basins, he said both would be monitored by an agency which would have representation from the states concerned.
Allaying fears of those settled in Hyderabad, Singh assured that properties, jobs and employment would be fully protected and no discrimination whatsoever would be allowed as every Indian had the constitutional right to own property, do business and get employed in every part of the country.
He appealed to all political parties not to make statements that fuel animosity between regions and create doubts in the minds of the people.
