NCBC empowerment is key to OBC upliftment: Justice Eshwaraiah Hyderabad, April 11 (INN): National Commission for Backward Classes chairman Justice Eshwariah has categorically said the empowerment of Other Backward Classes in the country was not possible without giving more powers to the NCBC.
Addressing a press conference here on Saturday, Justice Eshwariah said that the central OBC list for different States, was prepared in 1993 after Mandal Commission report. It was upheld by the Union Government. National Commission for Backward Classes was enacted in 1993. The National Commission for Backward Classes has been working towards inclusion and exclusion from the list, and also towards implementing 27 per cent reservation in educational institutions and posts in central services. The NCBC is not given any power and constitutional status by the government. The parliamentary commission for the welfare of OBCs submitted a report, in 2012, in which it strongly recommended the empowerment of NCBC, he said.
The NCBC passed a resolution for its empowerment. The Government of India is considering giving powers to NCBC to consider the grievances and complaints of OBCs, he informed.
The Commission held three-day discussion session to revise the BC lists. It was recommended that 14 Muslim castes and 13 Hindu castes should be brought into OBC list. It also recommended raising creamy layer limit from Rs. 6 lakhs to Rs. 10.5 lakhs and also bringing all the executives in the central public sector undertakings in the purview of the creamy layer.
The NCBC recommends for the sub-classification within the OBCs into 3 categories. (1) Most Backward Class, (2) More Backward Class, (3) Backward Class. This recommendation is made so that the extremely depressed class should get proportionate reservation in education and employment.
Telangana OBC list is separate from the Central List of OBCs, said the chairman.
