NHRC's 'Open Hearing' and 'Camp Sitting' begin A Three day 'Open Hearing' and 'Camp Sitting' of the National Human Rights Commission (NHRC) on matters of human rights violations related to the people of Andhra Pradesh and Telangana began at Dr. MCR HRD Institute here on Wednesday.
Inaugurating the 'Open Hearing' and 'Camp Sitting', NHRC Chairman Justice K. G. Balakrishnan pointed out that the main function of NHRC is to protect the civil and political, economic, cultural and social rights of the common man. The Commission identifies the problem and incidents of violation of human rights and recommend relief to the victims. He further stated that poor and marginalized people need support of the States in protection of their rights. He thanked the State Governments of Andhra Pradesh and Telangana for their support.
In his introductory remarks, A. K. Garg, Registrar, Law welcomed the complainants as well as the authorities of the State Governments of Andhra Pradesh and Telangana. He informed the gathering that the Commission was here to take up the grievances of the poor and give voice to the marginalized people. He stated that the Commission has been conducting camp sittings / open hearings in various parts of the country and the Commission noticed that atrocities on Scheduled Castes were being committed in one form or the other. He also stated that Naxalism is a problem in Andhra Pradesh and Telangana and if the voices of the poor are not heard, they may be vulnerable to the influence of naxalites.
SC Development Department Principal Secretary Raymond Peter stated that though Telangana is a new State, social welfare schemes are being implemented. Some new programmes and welfare schemes for the marginalized groups are also being finalised. Lingraj Panigrahi, Principal Secretary, Govt. Of Andhra Pradesh also talked about the various welfare schemes of the State Government.
As many as 61 cases will be taken up during the open hearing today and they will be heard by the three Benches comprising of Justice Cyriac Joseph, Justice D. Murugesan and S. C. Sinha respectively.
