Veteran Leader Mudragada Padmanabham Passes Away Hyderabad/Kakinada, July 15: Veteran Andhra Pradesh politician, former minister, former Member of Parliament and prominent Kapu movement leader Mudragada Padmanabham has passed away.
Padmanabham, who had reportedly been suffering from health complications for some time, died while undergoing treatment at a private hospital in Hyderabad on Tuesday evening, July 14. He was 73 years old. Reports indicated that he had been receiving treatment for respiratory-related health problems.

News of his death has created a deep sense of grief across Andhra Pradesh's political circles, particularly in the erstwhile East Godavari district. Leaders from different political parties, Kapu community organizations, supporters and admirers paid tribute to him and remembered his long political career and his contribution to the Kapu reservation movement.
A Lifelong Association with Kirlampudi
Mudragada Padmanabham was born on January 22, 1953, in Kirlampudi, located in present-day Kakinada district.
His father, Mudragada Veera Raghava Rao, was also a political leader and was elected twice as an independent MLA from the Prathipadu Assembly constituency. He was widely known in the region as the 'Kirlampudi Munsab.'
Following in his father's political footsteps, Padmanabham entered public life at a relatively young age. Despite holding several important political positions at the state and national levels, he maintained a strong connection with his native village of Kirlampudi throughout his life.
His residence in Kirlampudi often became the center of major political developments, public meetings, protest programs and hunger strikes. Over the years, his name became closely associated with the village, particularly during the peak of the Kapu reservation movement.
His mortal remains were transported from Hyderabad to Kirlampudi, where political leaders, family members, supporters and representatives of Kapu organizations gathered to pay their final respects. His last rites were reportedly performed at the family premises in accordance with his wishes.
A Political Journey That Began in 1978
Mudragada Padmanabham's political career spanned nearly five decades.
He was first elected to the Andhra Pradesh Legislative Assembly from the Prathipadu constituency in 1978 as a Janata Party candidate. When N.T. Rama Rao founded the Telugu Desam Party, Padmanabham joined the party and was elected again from Prathipadu in the 1983 and 1985 Assembly elections.
He later joined the Congress Party and was elected as an MLA once again in 1989.
Over the course of his career, Padmanabham served four terms as a Member of the Legislative Assembly and one term as a Member of Parliament. In 1999, he was elected to the Lok Sabha from the Kakinada parliamentary constituency as a Telugu Desam Party candidate and served until 2004.
He also held ministerial responsibilities in the Andhra Pradesh government and handled several important portfolios.
During his long political journey, Padmanabham was associated at different times with the Janata Party, Telugu Desam Party, Congress, Bharatiya Janata Party and other political platforms.
After leaving the N.T. Rama Rao Cabinet, he formed the Praja Rakshana Samithi. He was also involved in the formation of the Telugu Nadu Party along with leaders such as K.E. Krishnamurthy and K. Jana Reddy.
Padmanabham was known for placing his personal convictions above political positions. He was willing to challenge his own party leadership and publicly express disagreement when he believed that an issue affected the interests of the people he represented.
In March 2024, Padmanabham joined the YSR Congress Party along with his son and continued as a senior leader in the party.
A Defining Voice of the Kapu Reservation Movement
Mudragada Padmanabham's political life cannot be separated from the Kapu reservation movement.
For several decades, he campaigned for the inclusion of the Kapu, Telaga, Balija and Ontari communities in the list of Backward Classes and demanded reservations for them in education and government employment.
He consistently raised the issue before successive governments, irrespective of which political party was in power.
Through letters, public meetings, marches, hunger strikes and mass mobilization programs, Padmanabham kept the demand for Kapu reservations at the center of Andhra Pradesh politics.
He undertook several hunger strikes and protest programs, often putting his own health at risk. His supporters viewed him as a leader who was willing to make personal sacrifices for the cause he represented.
One of the most important events in his movement was the Kapu Aikya Garjana meeting held at Tuni in 2016. The gathering attracted a large number of people and brought the Kapu reservation demand to national attention.
The violence and destruction that followed the meeting created a major political controversy in Andhra Pradesh. However, the event also demonstrated Padmanabham's ability to mobilize large sections of the Kapu community around a common demand.
Not everyone agreed with his political methods or protest strategies. Nevertheless, even his critics acknowledged that he played an important role in ensuring that the concerns of the Kapu community remained part of the state's political agenda.
For many years, Padmanabham was widely regarded as the most recognizable face of the Kapu reservation movement in Andhra Pradesh.
Known for His Uncompromising Nature
Mudragada Padmanabham's political career was marked by electoral victories, controversies, party changes, agitations and personal challenges.
One of the strongest characteristics associated with him was his refusal to compromise on issues he considered important.
He was known for speaking directly and for publicly questioning governments, senior leaders and even his own political party when he believed that promises made to the people were not being honored.
He frequently wrote strongly worded letters to chief ministers and political leaders. His letters often attracted significant media and public attention.
Supporters admired him for his determination and willingness to continue a struggle for years without abandoning his position. His uncompromising personality helped establish him as a powerful movement leader.
At the same time, that same quality occasionally led to political confrontations and personal controversies. Despite these challenges, he continued to maintain a direct relationship with his supporters and remained active in public affairs for much of his life.
Tributes Across Political Parties
Leaders from several political parties visited Kirlampudi to pay tribute to Mudragada Padmanabham and console his family members.
YSR Congress Party president and former Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy visited Padmanabham's residence and participated in the funeral procession. Former ministers, Members of Parliament, legislators and representatives of various Kapu organizations also paid their respects.
Leaders from the ruling alliance and other political parties recalled his service as a four-time MLA, Member of Parliament, state minister and community leader.
Several leaders described his death as a significant loss to Andhra Pradesh politics and to the Kapu community.
Although Padmanabham had strong political differences with many leaders during his career, the tributes following his death reflected the respect he had earned through his long presence in public life.
The End of an Important Political Chapter
Not every decision taken by Mudragada Padmanabham during his political career was free from controversy.
His movement from one political party to another, his statements during elections and his political confrontations with other leaders frequently became subjects of public debate.
However, remaining relevant in public life for nearly five decades and emerging as the voice of a major social community are significant achievements.
At different stages of Andhra Pradesh's changing political and social landscape, Padmanabham appeared in different roles.
He served as a minister in government, as an elected legislator, as a Member of Parliament, as a political dissenter and as a movement leader challenging those in power.
Even when he was not holding public office, his letters, statements and protest announcements attracted widespread attention.
His positions as a four-time MLA, former minister and former MP formed only one part of his legacy. For his supporters, Mudragada Padmanabham was a leader who remained committed to his beliefs and was prepared to stand by them until the end.
With his passing, Andhra Pradesh has lost one of its most persistent and recognizable political figures.
His name will continue to occupy an important place in the political history of the erstwhile East Godavari district, in the story of the Kapu reservation movement and in the broader history of social and political mobilization in Andhra Pradesh.
TeluguPeople.com extends its heartfelt condolences to the family members, supporters and admirers of Mudragada Padmanabham.
